FREDERIKSTED – An inmate who escaped from the Golden Grove Correctional Facility and Detention Center was quickly captured by authorities, according to Government House.

Detainee Miguel Cruz was found missing during a morning shift change and was captured about 10:12 a.m. today by corrections officers in the area of Old Friedensburg, Government House said in a written statement.

After his capture, Cruz was remanded to the custody of the Virgin Islands Bureau of Corrections so that he can be returned to the Golden Grove prison.

The escape is currently under investigation and further details will be provided as they are uncovered, the statement said.

The Bureau of Corrections (BOC) said it “wishes to thank the Virgin Islands Police Department for their assistance in this morning’s search effort.”

Later in the day, BOC Director-designee Rick Mullgrav announced the appointment of two “key” individuals to the Bureau’s Leadership Team.

The appointees are: Mildred Trotter as Warden of the Golden Grove Adult Correctional Facility & Detention Center on St. Croix and Jimmy Warren, Jr. as Territorial Chief Inspector.

Mullgrav said the two men “are key components to the improved future of the agency.”

Trotter has worked in corrections before with the Gwinnett County Sheriff’s Department as a sergeant, Bibb County Sheriff’s Department as a deputy sheriff, and Central State Prison as a correctional officer.

She has also served in the U.S. Army and “received numerous Honors and Awards including the Southwest Asia Service Medal, National Defense Medal, Certified Peace Officer Certificate and Saudi Arabia Kuwait Liberation Medal.” Mullgrav said.

“Warden Trotter brings an organized and just mind to the leadership of the Golden Grove Facility,” he said. “I have the utmost confidence in her abilities to turn this facility around and present the solutions for our settlement agreement.”

Jimmy Warren, Jr. assumes the position of territorial chief Inspector for the Bureau of Corrections. Warren is a graduate of the Federal Bureau of Investigation’s (FBI) National Academy. He received his Juris Doctorate from Pace University-School of Law in 1998.

“His experience and knowledge are the perfect combination to fit our needs here in the Territory,” Mullgrav said.

A series of reports beginning in the 1990's revealed that there was everything from coliform bacteria to Cryptosporidium in locally-bottled St. Croix drinking water, according to a then-unpublished University of the Virgin Islands sampling. Another report, following Hurricane Hugo in 1989, cited a Federal Emergency Management Agency (FEMA) confidential overview that said that over 40 percent of the U.S. Virgin Islands public lives below the poverty line. The Virgin Islands Free Press is the only Caribbean news source to regularly incorporate the findings of U.S. Freedom of Information Act requests. John's articles have appeared in the BVI Beacon, St. Croix Avis, San Juan Star and Virgin Islands Daily News. He is the former news director of WSVI-TV Channel 8 on St. Croix.
