Who Is The Lucky Winner In Puerto Rico Of $2 Million In Saturday’s Powerball Drawing?

SAN JUAN — In cash-strapped Puerto Rico where the exodus of people due to worsening economic conditions has been well-documented by most of the national news media — one lucky person is bucking that trend — the fast way … with a winning ticket in last night’s Powerball drawing.

That’s because player in Puerto Rico matched five of six of Saturday’s Powerball winning numbers of 5, 9, 17, 37 and 64 with the Power Ball of 2.

The Puerto Rico winner elected to pay an extra dollar for the tickets that cost $2 each to play. So for a total investment of $3, the new San Juan “King” or “Queen” earned a cool $2 million (less federal taxes).

But the winner from Puerto Rico will likely pay significantly lower taxes than the winners from the U.S. mainland such as the person from Missouri who won only $1 million last night because they did not elect to pay for the Powerplay function of the ticket.

The unknown factor is whether the winnings from a ticket sold in Puerto Rico are considered a Commonwealth source of income. If so, the winnings might not be subject to U.S. federal income taxes.

The IRS needs to weigh in but could not immediately be reached for comment.

The estimated jackpot from last night’s drawing was $238,800,000 ($173,300,000 cash) but no one won it, according to the Multi-State Lottery Association (MUSL) which says it is a “non-profit, government-benefit association” operating the Powerball lottery.

On February 28, 2015, one player in St. Croix and one player in Puerto Rico matched five numbers in Powerball, with a multiplier of 2X and won $2 million each.

At that time, the winning numbers were: 11,17,25, 28 and 46 and the Powerball number was 12.

No one matched Friday’s winning Mega Millions numbers of 32, 39, 51, 62 and 75 with the Mega Ball of 14, so the jackpot for Tuesday’s drawing has moved up to $38 million ($22 million cash option).

A series of reports beginning in the 1990's revealed that there was everything from coliform bacteria to Cryptosporidium in locally-bottled St. Croix drinking water, according to a then-unpublished University of the Virgin Islands sampling. Another report, following Hurricane Hugo in 1989, cited a Federal Emergency Management Agency (FEMA) confidential overview that said that over 40 percent of the U.S. Virgin Islands public lives below the poverty line. The Virgin Islands Free Press is the only Caribbean news source to regularly incorporate the findings of U.S. Freedom of Information Act requests.
