CHARLOTTE AMALIE — On Sunday February 12, 2017 at approximately 9:30 p.m., a male called the 911 Emergency Call Center and reported that he heard several shots fired in the area of Home Depot and that a male was lying down on the ground.

Upon responding officers’ arrival to a grassy knoll near the roadway leading to Home Depot, an unresponsive, black male was discovered lying face down with what appeared to be at least one gunshot wound to his upper body. The Emergency Medical Technicians arrived on the scene and pronounce the male deceased.

The victim was later identified by his next of kin as 48 year old Don A. Richards of Annas Retreat.

At this time VIPD has no known suspect or suspects regarding this incident.

St. Thomas District Chief of Police Jason Marsh extends his deepest condolences to the family of Don Richards as they mourn the loss of a loved one. “This is our eighth homicide involving gun violence on St. Thomas,” Chief Marsh said. “I plead with those who have information to please contact the Police Department. John McCarthy is primarily known for his investigative reporting on the U.S. Virgin Islands. A series of reports beginning in the 1990's revealed that there was everything from coliform bacteria to Cryptosporidium in locally-bottled St. Croix drinking water, according to a then-unpublished University of the Virgin Islands sampling. Another report, following Hurricane Hugo in 1989, cited a Federal Emergency Management Agency (FEMA) confidential overview that said that over 40 percent of the U.S. Virgin Islands public lives below the poverty line. The Virgin Islands Free Press is the only Caribbean news source to regularly incorporate the findings of U.S. Freedom of Information Act requests. John's articles have appeared in the BVI Beacon, St. Croix Avis, San Juan Star and Virgin Islands Daily News. He is the former news director of WSVI-TV Channel 8 on St. Croix.
