But the VIPD says it was successful in rounding up a St. Croix man they said executed a dog with a pellet gun.
On March 21, 2017 about 11:00 a.m. the Animal Cruelty Investigations Unit executed an arrest warrant in Estate Whim where 28-year-old Norman “Mandy” De Castro Williams was arrested for the charges of first-degree animal abuse and Disturbance of the Peace.
On January 21, 2017, 911 Emergency Center received a call from an individual who claimed that a neighbor shot one of her dogs with a pellet gun, killing the dog.
Upon the arrival of the police officers the complainant and owner of the dog identified the suspect who was later questioned and admitted to shooting the dog with a pellet gun.
At the time the suspect was released pending further investigation and the gathering of evidence. The deceased dog was taken to the St. Croix Animal Welfare Center where a necropsy (Autopsy for Animals) was conducted and a pellet projectile was removed from the dog’s body.
Norman De Castro Williams was remanded to the Golden Grove Adult Correctional Facility pending an advice of rights hearing in the Superior Court of the Virgin Islands.
