Homeless Man Arrested For Allegedly Stealing Tools From Parked Vehicle: VIPD

CHARLOTTE AMALIE — A homeless man was arrested by police detectives on St. Thomas after he allegedly stole tools out of a parked vehicle in Subbase this weekend — the crime was captured on surveillance video, authorities said.

Jon Strain, 53, of no fixed address was arrested about 2 p.m. on Friday and charged with grand larceny, the Virgin Islands Police Department said.

“Strain was caught on surveillance video removing several tools from a vehicle parked in Subbase,” VIPD spokesman Toby Derima said.

Bail for Strain was set at $20,000. Unable to post bail, he was remanded to the custody of the Virgin Islands Bureau of Corrections (BOC) pending an advice-of-rights hearing.

This case is currently under active investigation by the Criminal Investigation Bureau (CIB).
