St. Thomas Couple Used 2 St. Croix ‘Hitmen’ To Torture Kidnapping Victim For Hours

CHARLOTTE AMALIE — A second person has been charged in the brutal kidnapping and hours-long torture of St. Thomas man on Monday, authorities said.

Louvina Pringle is accused with Troy Harrigan of presiding over the merciless kidnapping and torture of an unnamed St. Thomas man, Superior Court documents indicate.

Harrigan, 51, of Estate Tutu, was arrested Monday evening and charged with false imprisonment and kidnapping for ransom, third-degree assault, possession of a firearm during a crime of violence, and possession of a dangerous weapon, according to Superior Court documents.

The FBI and VIPD arrested the 42-year-old Pringle at 4:30 p.m. on Monday.

Harrigan and Pringle, a St. Thomas couple, are each accused of masterminding a terrifying kidnapping and hours of torture by two St. Croix “hitmen,” that only ended when an alert Virgin Islands police officer saw the victim trying to flee, Superior Court documents indicate.

Pringle, of Oswald Harris Court, is also charged with conspiracy, false Imprisonment, kidnapping, and aiding and abetting, the Virgin Islands Police Department said.

“Pringle is alleged to have been involved in the kidnapping of a man in St. Thomas on September 14,” VIPD spokesman Toby Derima said.

Investigation into this incident is still ongoing, Derima said.
