Cleo and Capone: Justice in the Shadow of the Clock ⚖️

By JOHN McCARTHY/ SPECIAL TO THE VIRGIN ISLANDS FREE PRESS

KINGSHILL — The air in Room CR-216 of the Superior Court felt thick today, a mixture of bureaucratic monotony and the high-stakes tension that only a criminal docket can provide. Presiding over the morning session, Judge Christopher M. Timmons moved with the practiced efficiency of a man who has seen every shade of human error the island has to offer.

The Heavyweights

The room quieted when the case of Cleo Taylor (SX-2025-CR-00321) was called. This isn’t Taylor’s first dance with the court, but the stakes couldn’t be higher. Facing a laundry list of charges topped by First Degree Murder ($14\text{ V.I.C. }922(a)(1)$) and Attempted Murder ($14\text{ V.I.C. }331$), Taylor appeared for a status conference. Defense attorney Leslie Elizabeth Davis and prosecutor Chad Alexander Mitchell traded the usual procedural volleys, but the shadow of a premeditated killing charge loomed large over the short proceeding.

Not far behind in the “firearms and violence” category was Javon Stanley, whose status conference regarding a 2025 firearm possession charge ($14\text{ V.I.C. }2253$) served as a reminder of the territory’s ongoing struggle with unlicensed weapons.

New Business: The 2026 Arraignments

While the 2025 cases are grinding toward trial, the 2026 docket brought a fresh wave of defendants to the podium for arraignment:

The Malicious and the Mundane

Between the rapes and murders, the court handled the “nuisance” crimes that keep the wheels of the VI Department of Justice turning. Joanne Mathurin was in for a status conference on a malicious mischief charge ($14\text{ V.I.C. }1266$) involving the destruction of property.

Meanwhile, Craig A. Hendrickson faced a hearing for a cluster of charges including battery and disturbance of the peace ($14\text{ V.I.C. }299, 622$). It was a typical “St. Croix Morning”—a heavy dose of tragedy mixed with the everyday friction of island life.

By noon, the docket was cleared, the lawyers dispersed to the courtyard for lunch, and the defendants were led back to the holding cells or out into the blinding Kingshill sun to await their next day in the hot seat.
