FREDERIKSTED — A series of reported disruptions along Strand Street culminated in the arrest of a local woman on Saturday morning following complaints of trespassing, harassment, and public nuisance at a popular beachfront eatery.
Jessica L. Huoschke was taken into custody near Louis and Nachos Restaurant after business owners reported ongoing incidents involving property intrusion and disruptive behavior.
Morning Incident Prompts Police Response
According to court filings, VIPD officers were dispatched to 37 Strand Street at approximately 10:02 a.m. on Saturday, August 8, 2026, after receiving a dispatch call regarding a disturbance.
The business owner reported to responding officers that Huoschke had repeatedly trespassed on the commercial property, entering the premises roughly five times over the preceding week despite explicit warnings from management and previous police contact.
Law enforcement records indicate that Bike Unit officers had issued a formal warning instructing Huoschke to stay off the property earlier in the week following prior complaints.
Allegations of Disruption and Nuisance
During Saturday’s encounter, the property owner stated that Huoschke entered the establishment and began soliciting cigarettes from patrons. When customers declined, she allegedly threw a rock toward one patron, though it did not strike anyone.
When asked to leave, Huoschke reportedly refused, moved to another section of the property, and engaged in public defecation alongside the building prior to the arrival of responding officers.
Following consultation with special operations supervisors regarding prior notices, officers placed Huoschke under arrest. She was booked at the Wilbur H. Francis Command Police Station and charged with:
- Trespassing (14 V.I.C. § 1741(a))
- Disturbance of the Peace (14 V.I.C. § 622(1))
- Miscellaneous Acts of Vagrancy (14 V.I.C. § 2221(a)(16))
Unsecured Release Ordered by Superior Court
Following her arrest, Huoschke was initially held at the John A. Bell Adult Correctional Facility on $500 bail.
During her Advice of Rights hearing on Monday morning before Magistrate Judge Yolan Brow Ross, defense counsel challenged the disturbance of the peace charge. After evaluating statements from both parties, the court found probable cause for all three counts.
Judge Brow Ross granted an unsecured $500 bail, allowing Huoschke to be released from custody under specified conditions. Under the terms of her pretrial release, Huoschke must report to the Probation Office twice weekly, strictly maintain a 250-foot distance from Louis and Nachos Restaurant, and attend her scheduled formal arraignment on August 26, 2026
