‘Operation Rewind’ Nets 4 Arrests On St. Thomas

CHARLOTTE AMALIE — Members of the Virgin Islands Police Department Operation Rewind Task Force made four arrests on St. Thomas this weekend.

Officers were conducting Traffic Enforcement on Valdemar A. Hill Sr. Drive area of Beacon Point on Friday at 7:00 p.m., the Virgin Islands Police Department said.

Officers initiated a traffic stop of a black Acura 1LX, due to observing no front license plate affixed to the front bumper of the vehicle, according to the VIPD. Police conducted a search of the vehicle and discovered a firearm inside.

Randall A. Donovan, 33, of St. Thomas, was arrested and charged with possession of an unlicensed firearm and possession of ammunition, VIPD Communications Director Glen Dratte said.

“Donovan was unable to provide the officers with a license to possess a firearm,” according to Dratte.

Bail for Donovan was set at $50,000.00. Unable to post bail, he was remanded to the custody of the Bureau of Corrections pending an advice-of-rights hearing.

On Friday, February 24, 2023, at approximately 7:00 p.m., members of the Virgin Islands
Police Department Operation Rewind Task Force were conducting Traffic Enforcement on
Valdemar A. Hill Sr. Drive in the area of Beacon Point.

Officers observed a red Honda CRV make an abrupt U-turn just short of the area where task force officers were conducting traffic enforcement. Officers alerted to the sudden traffic maneuver and initiated a traffic stop of the vehicle and ordered Rasham A. Monsanto, Jr. to exit the vehicle with his documents several times, to which he refused. Monsanto, 23, eventually exited the vehicle while talking on his cell phone. Officers ordered Monsanto to end the phone call, but he refused to comply with the police order.

Monsanto was placed under arrest for delaying and obstructing an officer in his duties. His bail set at $1,000.00. The suspect was released after posting bail. He was ordered to appear at the Magistrate’s Court for his advice-of-rights hearing.

On Saturday, February 25, 2023 members of the Virgin Islands Police Department Operation
Rewind Task Force were conducting surveillance in the area of Vitraco Mall, in the vicinity
of Dineros Restaurant. Officers initiated a traffic stop of a white Mercedes Benz at Mandela
Circle, where a search was conducted of the vehicle and a large quantity of marijuana was
located inside the vehicle.

Eljaiey T. Grant, 25, was placed under arrest for possession of narcotics with intent to distribute. Bail for Grant was set at $7,500.00. Unable to post bail, he was remanded to the custody of the Bureau of Corrections pending an advice-of-rights hearing.

On Saturday, February 25, 2023, at approximately 7:45 p.m., members of the Virgin Islands
Police Department Operation Rewind Task Force were conducting Traffic Enforcement on
Emile Milo Francis Memorial Drive in the area of Lindquist Beach.

Officers initiated a traffic stop of a green Honda Civic, due to no front bumper on the vehicle and the front windshield tint was below the AS1 Line. Te’Quori Lans was asked to step out of the vehicle, he refused to several times while reaching for a bag that was in front of the vehicle. Lans was
eventually removed from the vehicle. A search was conducted of the vehicle, where the bag
that Lans was reaching for was found to contain a firearm. At that time, Lans was found to be in possession of an unlicensed firearm.

Lans, 23, was placed under arrest for possession of an unlicensed firearm, possession of illegal ammunition, possession of a firearm within 1,000 feet of a church, two counts of Illegal transfer of license plates and delaying and obstructing an officer in his duties. Bail for Lans was set at $75,000.00. Unable to post bail, he was remanded to the custody of the Bureau of Corrections pending an advice- of-rights hearing
