FREDERIKSTED — Police are investigating after a woman reported that her neighbor was looking through her window and masturbating.
Elvis “Duke” Thomas, 65, was arrested and charged Monday with indecent exposure and trespass, the Virgin Islands Police Department said.
The case began on June 26, 2024, when an adult female filed a complaint at the Wilbur
Francis Command Police Station regarding a “Peeping Tom,” according to the VIPD.

The victim stated that a male by the name of Elvis Thomas, had been coming to her residence and peeping through her window while engaging in lewd acts on himself, VIPD spokeswoman Kishma Chichester said.
“The victim stated while reviewing her home camera footage, she observed a male on the property
peeping through her windows and engaged in lewd conduct,” Chichester explained. “He had been to her home on more than three different occasions.”
The Superior Court issued an arrest warrant for Thomas on Monday for the charges outlined above.
Bail for Thomas was set at $500.00. The suspect was left to his own recognizance after posting bail.
