KINGSHILL — A St. Croix man is accused of breaking into a woman’s house and strangling her, authorities said.
Nelson Navarro, 39, was arrested and charged with second-degree assault-domestic violence, the Virgin Islands Police Department said.
The charge stems from a 911 call about a domestic disturbance in progress reported from New Works on November 1, 2025, at approximately 6:39 a.m., according to the VIPD.

Upon the arrival of the responding officers, it was disclosed to them that Nelson Navarro strangled the victim, causing injuries, police said.
A member of the Criminal Investigation Bureau was assigned to investigate this matter.
It was further disclosed that Navarro damaged the victim’s front door, entered her residence, assaulted her and damaged additional property, according to police.
“The victim indicated that she did not give Navarro permission to enter her residence,” VIPD spokeswoman Kishma Chichester said. “The victim also stated that she was unable to breathe at the time of the assault.”
Navarro was detained and transported to the Wilbur H. Francis Command Police Station in Mars Hill where he was advised of his Miranda Rights, booked and processed.
No bail was offered to Navarro as per the territory’s domestic violence statutes.
Navarro was then transferred to the custody of the Bureau of Corrections at the John A. Bell Adult Correctional Facility in Golden Grove.
He is scheduled for an advice-of-rights hearing in Superior Court at Kingshill tomorrow morning.
