Second St. Croix Man Accused In Shooting 3 People At Castle Coakley Arrested

FREDERIKSTED — A second St. Croix man accused in the non-fatal shooting of three people in Castle Coakley in January was arrested by police on Tuesday night, authorities said.

David Semper, 22, of no fixed address, was arrested at 10:15 p.m. Tuesday and charged with first-degree assault, first-degree reckless endangerment, aiming or discharging a firearm, carrying or using a dangerous weapon, and conspiracy, the Virgin Islands Police Department said.

“Semper was arrested in relation to a shooting incident in Estate Castle Coakley on January 19, where three people were injured,” VIPD spokesman Toby Derima said. “He was apprehended without incident.”

Bail for Semper was set at $200,000. Unable to post bail, he was remanded to the custody of the Virgin Islands Bureau of Corrections (BOC) pending an advice-of-rights hearing.

Abijah Isaac, 20, of Sion Farm, was arrested by the VIPD as a shooting suspect in the incident on January 21, Derima told the Virgin Islands Free Press today.

St. Croix District Chief of Police Sidney Elskoe commended the detectives of the Criminal Investigation Bureau, led by Commander Lieutenant Naomi Joseph, for their tenacity in investigating the shooting and obtaining the warrant.

Chief Elskoe also encouraged the community to submit tips to the VIPD to solve open crimes.

“We always say to say something if you see something,” Chief Elskoe said. “By doing so, you can do your part to keep our community safe.”

Semper was arrested by police based on a bench warrant issued by the Superior Court, according to Derima.
