Scooter operator dies in crash with car on Donoe Bypass Road

CHARLOTTE AMALIE — A 24-year-old man was killed in a crash involving a motor scooter and a car in St. Thomas on Monday evening, authorities said.

RickQuan D. James of St. Thomas was positively identified by a family member as the accident victim, the Virgin Islands Police Department said.

On Monday, April 28, 2025, at approximately 5:47 p.m., the Virgin Islands Territorial Management Agency (VITEMA) 9-1-1 Emergency Call Center dispatched an Officer to investigate a fatal auto collision involving a motor vehicle and a motor scooter, according to the VIPD.

Responding officers interviewed witnesses and the driver of the vehicle involved in the accident, police said.

The operator of the vehicle involved was traveling eastward on Donoe Bypass Road, while the operator of the scooter (deceased) was traveling westward behind another vehicle, according to police.

“It was reported that the operator of the scooter was traveling at a high rate of speed when he
began to overtake the vehicle and veered into the eastbound lane, however, he failed to maintain
control of the scooter and collided into the vehicle that was traveling eastbound, which caused
him to be thrown off the scooter,” VIPD spokeswoman Kishma Chichester said.

The deceased was positively identified by next of kin as 24-year-old, Rick Quan D. James, she said.
