CHRISTIANSTED — After a nine-month long investigation, the Virgin Islands Police Department announced the arrest of a St. Croix couple in connection to the rape of a 7-year-old child.
Elliot Navarro, 54, and Omayra Navarro , 41, were arrested and charged with first-degree aggravated Rape, first-degree assault, unlawful sexual contact, and child abuse, according to the VIPD.
On January 30, 2024, officers of the School Security Bureau were notified by the Juanita Gardine School personnel of a sexual assault on a minor, police said.

Detectives of the Criminal Investigation Bureau opened an investigation into this case, which revealed that Elliot and Omayra Navarro (husband and wife) were identified as suspects, according to police.
Further investigation revealed that the couple sexually abused a 7-year-old minor at their home, police said.
A case was filed against the Navarros at the Attorney General’s office, and an arrest warrant was signed on September 26, 2025, by a magistrate judge of the Superior Court of the Virgin Islands, according to police.

Bail for each Navarro was set at $150,000.00 as per the arrest warrant.
On Sunday, October 26, 2025, ,Elliot and Omayra Navarro were detained at the Henry E. Rohlsen Airport while attempting to leave the territory, VIPD spokeswoman Kishma Chichester said.
The couple was transported to the Police Administrative Building in Mars Hill where detectives assigned to the Criminal Investigation Bureau took the Navarros into official custody. They were booked and processed there.
Unable to post bail, they were transferred to the custody of the Bureau of Corrections at the John A. Bell Adult Correctional Facility in Estate Golden Grove.

The Navarros will remain there pending an advice-of-rights hearing scheduled for the Superior Court in Estate Kingshll on Tuesday.
