VIPD: ‘Partially-Decomposed’ Body Of St. Thomas Resident Found Near Housing Project

CHARLOTTE AMALIE —  The “partially-decomposed” body of a St. Thomas resident was found on the grounds of a local housing project this afternoon, authorities said.

Foster D. Cornelius, 51, was positively identified by a family member as the person police found dead near Building 6 of Oswald Harris Court in Charlotte Amalie East, the Virgin Islands Police Department said.

Police officers were dispatched to Oswald Harris Court in Charlotte Amalie East in reference to a dead person at 12:08 p.m. today, according to the VIPD.

Cornelius’ body was removed from the scene by the Medical Examiner’s Office, VIPD spokesman Toby Derima said.

The cause of death will be determined after an autopsy is performed, according to Derima.

This case is currently under active investigation.
