Serial fraudster Daliqua Moses finally captured on St. Thomas

CHARLOTTE AMALIE — A woman sought repeatedly by local police for check fraud and related crimes was finally apprehended on St. Thomas, authorities said.

Daliqua Moses, 27, was arrested and charged with forgery, uttering or passing forged or counterfeit documents, making and passing fictitious bills, and grand larceny, the Virgin Islands Police Department said.

On August 18, 2025, the Economic Crime Unit began investigating a complaint of forgery by Fort Knoxx Security against Daliqua Moses, according to the VIPD.

Moses had been subcontracted by Fort Knoxx Security to provide security for the St. John carnival festivities, police said.

The company also reported that Ms. Moses had been paid with a check in the amount of $192.00, according to the police.

“An investigation into the complaint revealed that Moses altered the check provided by Fort Knoxx Security and negotiated it at a local bank, cashing over $2,000.00,” VIPD spokeswoman Kishma Chichester said.

In addition to negotiating an altered check, she filed a fraudulent wage claim with the Virgin Islands Labor Department against the company for wages owed, according to Chichester.

On October 29, 2025, the Special Operations Officers conducted a traffic stop, and Moses was taken into official custody by the Economic Crime Unit, police said.

She was transported to the Richard N. Callwood Command, where she was booked and processed.

Bail for Moses’was set at $250,000.00. Unable to post bail, she was transferred to the custody of the Bureau of Corrections at the St. Thomas jail.

Police issued a wanted poster on Moses at least seven days ago, according to a VIPD Facebook post.

Moses is scheduled for an advice-of-rights hearing at the Superior Court in Charlotte Amalie.

The Superior Court in St. Thomas does not divulge its upcoming schedule to the Virgin Islands public.
